Normally, you can only connect one or two hubs and don’t worry, but with Surface Tablets, the majority of internal devices such as WiFi/Bluetooth, audio, front and rear cameras, Touch HID, Pen HID and SD card readers are linked to the Intel USB 3.0 XHCI host controller, which uses a ton of limited available USB resources (terminals) and leaves little for the following hub and connected devices. What is really complicated is that these resources (terminals) are not related to the exact number of individual USB devices, but to the number of terminals of each USB device. This number varies according to the device, but the maximum is 32 end points with 16 inputs and 16 outputs.
In USB 3.0 application environments where multiple connections of USB 3.0 devices are supported on a host (especially multiple USB 3.0 4 and 7-port hubs), it is possible to exceed the resources provided for the XHCI USB 3.0 controller. In these circumstances, devices dependent on USB 3.0 will not work normally and Windows will ask the user for the message “Not enough USB controller resources”. The regulator does not have sufficient resources for this device.
“Not enough resources” does not necessarily mean insufficient performance (which is unlikely with a hub powered by the network).

Reinstallation of universal serial bus controllers

Press Windows + R to open a Run dialog box. Then type “devmgmt.msc” and press Enter to open the Device Manager.
In the Device Manager, expand the Universal Serial Bus Controllers, right-click on your USB host controller, and then click Uninstall Device. If you have two different USB host controllers, uninstall both.
Restart your computer. The next time you start Windows, it will automatically reinstall the missing USB host controller driver.
