Before you begin, first create a system restore point.
1] Use Registry Editor
Press Win + R, type regedit and press Enter to open Registry Editor. Then navigate to the next path –

On the right side, you should find a DWORD value (32 bits) named EnableLUA.
If you do not find it on the right side under the System folder , you must create it manually. Make sure the system folder is selected and go right, right-click the space bar and select New > DWORD (32-bit). Then name it EnableLUA.
You must now set the value to 0.
Now check whether you can create a new file or not.
2] Use local security policies
Sometimes conflicts arise with the administrator account. In this case, you must open the Local Security Policy window . You can search in the taskbar search field or in Cortana, or you can press Win + R, enter secpol.msc and press Enter.
Navigate to Local Policies > Security Options. Locate User Account Control: Run all administrators in the Admin Approval Mode option on the right.
This policy parameter controls the behavior of all User Account Control (UAC) policy parameters for the computer. If you change this policy setting, you will need to restart your computer. Options are[1] Enabled: (default) Admin Approval mode is enabled. This policy must be enabled and the corresponding UAC policy settings must also be set accordingly for the embedded administrator account and all other users who are members of the Administrators group to run in Admin Approval mode. 2] Off: Admin Approval mode and all associated UAC policy settings are disabled. Note: If this policy setting is disabled, Security Center will notify you that the overall security of the operating system has been compromised.

By default, it should be set to Enabled. You must select Disabled and save your change.
3] Disable UAC
UAC or User Account Control prevents programs from making system changes. But sometimes it can also cause a problem. Therefore, you can temporarily try to disable the UAC and check whether it works or not. To disable user account control on Windows, search User Account Control in the taskbar search box. You should find a window like this –
Here you should lower the bar and press the OK button. Then check if you can change or create a new file in the same location.
Remember to turn it on later.
4] Change partition/partition security
Suppose you receive the error message on the system disk or C disk. In this case, open This PC, right-click on drive C and select Properties. Then go to the Security tab and click the Edit button under Group or User Name . Then select the user account you are currently using and make sure the Full Control box is checked. If this is not the case, select this option and save your change.
5] Use an administrator account
If you have already enabled the hidden administrator account, you can switch to this account and check if you can copy/paste/modify/create a file in the same location. If this is the case, you can convert your default user account to an administrator account. Press Win + I to open the Windows settings and go to Accounts > Family and others. You should see the account on the right side under the label Other people . Click this account name and Change the account type and select Administrator from the drop-down menu.
Restart your computer and check if the problem is solved.
