Error code 28 appears while someone is trying to play content to Vudu, and is most likely an indicator of a problem with your Internet configurations or with the network configuration for your TV. This error may also indicate an error in the network’s DNS configurations.
Open Ports
Because ports are used by applications to communicate with the Internet when a particular port is closed, the connection can be interrupted. Each application uses a specific communication port that must be opened by the user before troubleshooting can be performed. Therefore, you must first search for open ports on the network, and if the ports are not open, we can open them manually. For that:
- Press “Windows” + “I” to open the settings and click “Update & Security”.
- In the left pane, select the Windows Security button and click on the Firewall and Network Security option.

- Click TCP and select Specified local ports.
- Enter the following port numbers with commas to separate them.

- Click Next again and write a name for the new rule.
- After writing a name, select “Next” and click on “Finish”.
- Repeat the exit rule process described above and see if the problem persists.

Configure your network settings to use Google Public DNS.
If you use Google Public DNS, change your “Standard” DNS operator from your ISP to Google Public DNS.
