Windows 10 v1703 has removed the Control Panel entry from the WinX menu. You will now see an entry that opens Settings. The WinX menu appears when you click the Start button. Microsoft wants users to move away from the Control Panel, so that it gradually moves all Control Panel settings to Preferences. Log in as administrator and create a shortcut on the desktop to open the control panel. Right-click the desktop > New > Shortcut. In the Location field, enter the following path:
%windir%system32control.exe
Click Next and name this shortcut as Control Panel.
Now open Windows File Explorer and copy the following path to the Explorer address bar and press Enter:
%LocalAppData%MicrosoftWinX
Here you see three folders – Group1, Group2 and Group3.
Now drag the ‘Control Panel’ shortcut created from your desktop to one of these folders, depending on where you want the ‘Control Panel’ shortcut to appear. Group 2 could be a good idea.

Then restart your computer and you will see the Control Panel link in the group to which you moved it.
However, you must move it to one of the groups. I moved it on all three just to show a picture of what it would look like in each of the groups.
