The error code 0x80070013 you receive from Windows 10 indicates that you are trying to install a driver on your computer that is already installed, or that you are installing a driver that is less compatible with your hardware than the one you already have.
The error code does not allow you to install updates on your Windows 10 system and causes Windows Update to fail until you fix it. Since your system must be updated regularly, this is a problem that you must resolve as quickly as possible.
There are two possible driver problems that do not allow you to update Windows 10, i.e. you are trying to install an existing driver or it is not compatible with the hardware (or less compatible than the one already running on the system). Note that until you fix the 0X80070013 error, you are not allowed to update Windows.
How to fix the Windows update error 0X80070013?

Manual reset of Windows update components
To reset Windows Update components, you must use some commands from the high command prompt. To open it, you must now press the Windows and X keys on the keyboard simultaneously. A menu of options opens in which you must select the command prompt (Admin).
A user account message may appear if you need to press “Yes” to start the high prompt. Once inside, you must first install the MSI installer, Windows Update Services and BITS. Enter the following commands and press the Enter key behind each one. Be careful when entering orders, as typing or spelling mistakes can lead to errors in your system. Be patient too, as completion may take some time.
net stop wuauserv
net stop cryptSvc
network stop bits
net stop msiserver
Once the services are completed, rename the Catroot2 and SoftwareDistribution folders.
This can be done directly from the prompt that appears by typing the following commands and pressing Enter after each one.
ren C:\Windows\System32\catroot2 Catroot2.old
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Then, you must restart the services you stopped before to allow Windows Update to continue to work. While you are still at the high prompt, type the following commands and remember to press the Enter key as usual after typing each one:
net start wuauserv
Starting the cryptSvc network
network start bits
net start msiserver
When you are finished, simply close the command prompt by clicking on the X box in the upper right corner.
