First open the disk cleaning utility and use it to delete the thumbnails. This will clear the cache of your thumbnails. Then open the Control Panel and click Open Folder Options. On the View tab, make sure that Always show icons, never disable thumbnails.

Alternatively, you can do the following. Open the Control Panel, select All Control Panel Items, and click System. On the left side, you will see the advanced system settings. Click on it.

Then click Performance Settings on the Advanced tab. In the Visual Effects tab, you see thumbnails instead of icons. Make sure this option is enabled. Click Apply and Exit.

You may need to restart the Tag browser.

Once you have done this, you can see thumbnails for images, videos and other file types in Windows File Explorer 10/8.1.
