Action Center is a feature of Windows 10 that informs you in real time about the applications and settings of your device. 1 : Restart File Explorer

Restart File Explorer and see if it helps. To do this, open the Task Manager and use the context menu.

2: Re-register the action center using the PowerShell

Open a high PowerShell prompt, type the following command and press Enter:

 Get-AppxPackage | % { Add-AppxPackage -DisableDevelopmentMode -Register'$($_. InstallLocation)AppxManifest.xml' -verbose }

When the process is complete, restart your computer and check it.

3 : Rename the Usrclass.dat

A message on Microsoft Answers recommends deleting the Usrclass.dat file. To do this, press Win+R. The Run dialog box opens. Copy the following into this field and click OK :

% local application data%MicrosoftWindows

Scroll down and find the file UsrClass.dat. Rename the file to UsrClassold.dat.

Renaming the file followed by a system reboot should solve the problem. View this message if you receive a warning that The action cannot be completed because the file is open in System.

4: Clean the boots

Start clean and check if this problem persists. If this is the case, you may need to determine which process interferes with its proper functioning.
