According to the people discussing this bug here, they found that the problem is somehow the result of a contradiction of the SQL services running on the system. Error code: 0x80070714 When upgrading to Windows 8.1

1 Press the Windows key + R combination, type msconfig into the Run dialog box and press Enter to open the System Configuration Utility.

2 Toggle to Services tab, scroll down and search for services related to SQL, such as ; SQL Server VSS Writer I highlighted in the image below. Only Disable these SQL Services. Click Apply followed by OK.

3 Try now to install Windows 8.1, and this time it will be installed without errors 0x80070714. After a successful installation, you can enable the services you disabled in the step above.
