In most cases, I saw a security suite like Kaspersky, Norton 360, etc. as a culprit. Each security software has an anti-spam plugin, and sometimes Outlook.exe is suspended. In such cases, you can try disabling the add-in and see if it works. I would suggest using OfficeIns to disable add-ins because it is much easier than disabling add-ins from the Outlook add-ins manager.
You can download OfficeIns from Nirsoft. Close Outlook Make sure it does not work in Task Manager. Then open OfficeIns. Select the add-in and right-click it. You will find an option called Change Start Mode and select Disabled then select Change Connect Mode and select No. Once the add-in is disabled, open Outlook and test it.
If it works, contact the software vendor and see what caused it.
The second scenario I saw is using the Team Viewer. I once had a client with a similar problem. No add-ins were activated because I disabled them all. Then I installed Process Explorer and chose Outlook.exe, then I went to menu View and I chose Show Lower Pane.
I went through each handle in the list and found files related to TeamViewer. But I couldn’t find any add-ins in Outlook. Then I noticed that this handle was placed near the minimization button.
I could not find a way to disable it. So I went to MSCONFIG and disabled the Team Viewer of Startup and Services and rebooted the system. I opened Outlook, waited a few minutes and closed it. It was no longer displayed in the Task Manager.
I hope some of these tips will help you solve this problem. If it is not the case, post it in our forums, we will help you to repair it.
