Clear the download cache and update the steam files

In your Steam client, open the Settings pane by selecting Steam > Settings from the top left menu.
In the Settings pane, select the Downloads tab and you will see the Clear Download Cache button below.
Then select “OK” to confirm and confirm that you need to connect to Steam again.

To restart under Windows 8 or Windows 10:

  1. Press the Windows + R button to open a launch box.
  2. Type msconfig and click OK.
  3. In the General tab, click on Selective Start.
  4. Clear the Load Start-up Items check box.
  5. Click on the Services tab.
  6. Select the Hide all Microsoft services check box (below).
  7. Click on Disable All.
  8. Click on the Start tab.
  9. Click on Open Task Manager.
  10. In the Start tab, right-click on each activated start item and choose Disable.
  11. Click on OK.
  12. Click Restart.
