Some Playstation 4 users see an “Incomplete Game Installation” option. Failed to load saved data while loading Bloodborne or loading saved data disc, unable to load. Most of the time, this problem occurs when users are using the disc version of Bloodborne (GOTY Edition).
Update the game from the control panel
It turns out that the problem is most likely due to the game not working in the latest version available, or the latest game update is still installing in the background.
Also, there is an issue with the Disc GOTY version where the game update is not shown when installing the update.
Once you’ve got your console to check for the latest version, take an hour off and leave your Playstation in sleep mode. This is important because Bloodborne can still install the update even if you don’t see the PS4 dashboard.
There is no official confirmation as to why this is happening for the Bloodborne Game of the Year Edition CD. People think it’s just bad code from From Software.

Create a new character

In the end, you can get around the bug entirely by creating a new character in Bloodborne, going through the first cutscene and then heading to the first bonfire. After lighting the first bonfire, return to the main menu via the options screen and reload a previously saved game that was previously unsuccessful.
