If you’re encountering issues with the Control Panel not opening in Windows 10/8/7, this guide will assist you in diagnosing and fixing the problem. The cause might be malware infection, corruption or damage to the .cpl file, or a disrupted connection to the .cpl file.

As a precautionary measure, it’s recommended to create a system recovery point before starting the troubleshooting process.

Adjusting Display Scale

  1. Press Windows Key + I to open the Settings app.
  2. Go to the System section.
  3. Under the Display tab, locate the Scale and layout section.
  4. Use the drop-down menu to select 100% as your scale setting.
  5. Try opening the Control Panel again to see if the issue is resolved.

Disabling Windows Error Reporting Service

  1. Press Windows Key + R to open the Run dialog box.
  2. Type msconfig and press Enter to open the System Configuration window.
  3. Switch to the Services tab.
  4. Scroll down and find the Windows Error Reporting Service.
  5. Uncheck the box next to Windows Error Reporting Service.
  6. Click Apply and then OK.
  7. Restart your PC for the changes to take effect, and then check if the Control Panel opens.

Tweaking Windows Registry

Warning: Modifying the registry can lead to major system issues if done incorrectly. Ensure you back up the registry before proceeding.

  1. Open the Start menu, type registry editor, and press Enter to open the Registry Editor.
  2. Navigate to the following key: Computer\HKEY_CURRENT_USER\Software\Classes\LocalSettings\Software\Microsoft\Windows\Shell
  3. Expand the Shell key.
  4. Locate and delete the BagMRU and Bags sub-keys.
  5. Restart your PC and check if you can now open the Control Panel.

Uninstalling IDT Audio Panel

  1. Hold the Windows Key and press R to open the Run dialog box.
  2. Type appwiz.cpl and press Enter. This will open the “Uninstall or change a program” screen of the Control Panel.
  3. Locate the IDT Audio Panel in the list of installed programs.
  4. Select the IDT Audio Panel and choose Uninstall. Follow the on-screen instructions to complete the uninstallation process.
  5. If you can’t find the IDT Audio Panel in the list, or if you can’t keep the Control Panel open long enough, use an alternative method:
    • Again, hold the Windows Key and press R.
    • Type devmgmt.msc and press Enter to open Device Manager.
    • In Device Manager, locate and double-click Sound, video and game controllers.
    • Find the IDT Audio Panel or IDT High Definition CODEC, right-click on it, and select Uninstall. Follow any additional on-screen instructions.

Renaming IDTNC64.cpl File

  1. Hold the Windows Key and press E to open File Explorer.
  2. Type C:\Windows\System32 in the address bar and press Enter to navigate to the System32 directory.
  3. Locate the file named IDTNC64.cpl.
  4. Right-click on IDTNC64.cpl and select Rename.
  5. Rename the file to something else (e.g., IDTNC64.oldcpl).
  6. Try opening the Control Panel again to see if the issue is resolved.

Disabling Windows Error Reporting Service

  1. Hold the Windows Key and press R to open the Run dialog box.
  2. Type msconfig and press Enter to open the System Configuration utility.
  3. Go to the Services tab.
  4. Locate and uncheck the Windows Error Reporting Service.
  5. Click Apply and then OK.
  6. Restart your computer and check if the Control Panel opens.

Open Control Panel via Run Command

  1. Hold the Windows Key and press R to open the Run dialog box.
  2. Type control and press Enter. This should directly open the Control Panel window.
  3. If you need to access a specific part of the Control Panel, you can use its specific command. For example, type appwiz.cpl to open the “Uninstall or change a program” screen.

Delete Particular Registry Entries

Warning: Be cautious with registry edits. Incorrect changes can cause serious system issues. Always back up the registry before making changes.

  1. Open the Run dialog box by pressing Windows Key + R.
  2. Type regedit and press Enter to open the Registry Editor.
  3. Navigate to `HKEY_CURRENT_USER\SOFTWARE\Classes\Local Settings\Software\Microsoft\Windows\Shell`.
  4. Right-click on the BagMRU key and select Delete.
  5. Do the same with the Bags key.
  6. Restart your computer and check if the Control Panel opens.

Check Software Protection Service

  1. Press Windows Key + R to open the Run dialog box.
  2. Type services.msc and press Enter.
  3. In the Services window, look for the Software Protection service.
  4. Double-click on it to open its properties.
  5. If the service is not running, click on Start to begin the service.
  6. Click Apply and then OK.
  7. Try accessing the Control Panel again.
